BRIGREENDEVELOPMENTOUTLOOKBRIInternationalGreenDevelopmentCoalition（BRIGC）4｜PREAMBLETheyear2023markedthe10thanniversaryoftheBeltandRoadInitiative(BRI).ChinesePresidentXiJinpinghasemphasizedonmanyoccasionstheimportanceoffacilitatinghigh-qualitycooperationundertheBRItoensuregreennessadefiningfeatureofBeltandRoadcooperation.Overthepastdecade,aimedathighstandards,sustainabilityandbetterlivesandguidedbytheconceptofgreen,open,andcleancooperation,theBRIhasfocusedonkeyareassuchasgreeninfrastructure,renewableenergy,andsustainablefinance,andinjectedastrongimpetusfortheBRIcountriestostrivetoprotectenvironment,conservebiodiversity,addressclimatechange,implementtheUN2030AgendaforSustainableDevelopmentandachieveagreenandlow-carbontransition.Solidandfruitfulresultshavebeenachieved.WithjointeffortsfromChinaandBRIcountries,theGreenSilkRoadhasmadecontinuousprogress.Theseadvanceshaveenhancedthe“hardconnectivity”ofgreeninfrastructure,the“softconnectivity”throughharmonizedrulesandstandards,andpeople-to-peoplebondsthroughgreencommunicationandcooperation.Theexploratoryeffortshaveforgedanewpaththatbalanceseconomicdevelopmentwithenvironmentalprotection,integratingtheconceptofharmonybetweenhumanityandnatureintoallaspectsandprocessesoftheBRI.In2019,theMinistryofEcologyandEnvironment(MEE),togetherwithChineseandinternationalpartners,launchedtheBRIInternationalGreenDevelopmentCoalition(BRIGC),whichhassofarattractedmorethan170partnersfromover40countries,includingtheenvironmentandclimateauthoritiesofmorethan20BRIcountries.Sinceitsestablishment,BRIGChasbeenorganizednearly100high-leveldialogues,releasednearly30policyresearchreports,andproposedtransitionpathsforgreenandlow-carbondevelopmentofBRIcountriesonthethemesofrenewableenergydevelopment,biodiversityconservation,carbonmarket,etc.BRIGChasbecomeaninfluentialinternationalcooperationplatformforgreenBRIaimingtopromotepolicydialogues,jointresearch,capacitybuildingandtechnologydemonstration.Tosystematicallysummarizetheprogress,achievements,experiences,andpracticesoftheGreenSilkRoad,andtobetteralignwiththegreendevelopmentneedsofBRIcountrieswhileenvisioningthefutureofBRI’sgreendevelopment,theBRIGCinitiatedthefirstphaseoftheBRIGreenDevelopmentOutlookresearchin2022togetherwithChineseandinternationalpartners.ThereporthasbeenincorporatedintotheListofMultilateralCooperationDeliverablesandListofPracticalCooperationDeliverablesoftheThirdBeltandRoadForumforInternationalCooperationin2023,aimingatprovidingdecision-makingreferencesandguidanceforrelevantpartiestobetterrecognizetheneedsofgreendevelopmentofBRIcountriesandpromoteinternationalcooperationonenvironmentandclimate,atthesametimetoprovidereferencefortheBRIcountriesthemselvestopromotegreendevelopmentinkeyareas.Greendevelopment,whichaccommodatesitselftonature’sneedsandpromotesharmoniouscoexistencebetweenhumanityandnature,isahigh-qualityandsustainabledevelopmentapproachthathasgainedglobalconsensus.TheGreenSilkRoadalignswiththeaspirationsofthepeopleinBRIcountriesforabetterlifeandharmonizeswiththeUnitedNations’SustainableDevelopmentGoals(SDGs),makinggreendevelopmentadefiningfeatureoftheBRI.MEEandBRIGC,togetherwithZHAOYingmingViceMinisteroftheMinistryofEcologyandEnvironmentofChinaConveneroftheBRIGCAdvisoryCommitteeNovember2024domesticandinternationalpartners,willcontinuetobecommittedtothedevelopmentoftheGreen...
